Taiwan Typhoon Relief Fund



Responding to the needs of those affected by the Storm & Flooding

On Sunday, August 8, a typhoon struck Taiwan, killing hundreds and causing damage to homes and businesses. Give2Asia is working with its network on the ground in Taiwan to address the needs of those affected by the recent storms. Give2Asia promotes the work of these local groups, which will be providing immediate assistance and helping with long-term recovery for these communities.

How the Fund Works.

Give2Asia brings together contributions of many donors to support local relief and recovery efforts. Some of the funds will go out to provide for food, shelter and other emergency services. Because Give2Asia partners with established Taiwanese charitable groups, the fund will also support longer-term rebuilding and recovery for those affected.

Current Project Examples

Supporting Reconstruction Efforts in Mountainous Aboriginal Communities
Partner: Zhi-Shan Foundation, Taiwan

Much of the destruction wreaked by the typhoon has been in the southern mountainous region which is also home to many indigenous peoples in Taiwan. In response to this, the Zhi-Shan Foundation (Zhi-Shan) launched the Reconstruction of the Indigenous Communities Project to assist aboriginals in the mountainous regions of Kaohsiung and Pintung to rebuild their communities. 

This five-year reconstruction project includes components that focus on housing, jobs, education, the elderly, childcare, and minority women’s issues. Indigenous values and capacity building are the cornerstones of the program with a strong focus on inclusion and retention of indigenous youth in recovery efforts by means of job placement. 

The total budget for the five-year reconstruction project is US$100,000, and contributions to support a portion of the project are gladly accepted.

Established in June 1995, Zhi-Shan Foundation is a non-profit organization in Taiwan focusing on sustainable community development for culturally and economically disadvantaged children in Taiwan and Vietnam.  

Give2Asia has selected Zhi-Shan as one of our grantees because of its successful implementation of the Da-An River project in response to Taiwan’s 921 Earthquake in 1999.  Commissioned by the Taichung County Government in Taiwan after the 1999 quake, Zhi-Shan established the Da-An River Tribe Life Support Center to provide social services and community development projects that were harmonious with the local Atayal culture. In 2008 the local community took ownership of these projects and Zhi-Shan continues to support sustainable indigenous community development.

Helping Displaced Survivors Rebuild Their Lives
Partner: Eden Social Welfare Foundation, Taiwan

Hours after Typhoon Morakot struck, Eden Social Welfare Foundation (Eden) was on the front lines of emergency disaster relief efforts. Eden launched a Disadvantaged Community Reconstruction Program, running three relief shelters serving more than 400 displaced typhoon survivors and a temporary kindergarten for children with special needs. The typhoon destroyed three service centers for disabled children operated by Eden that had served 1,000 families. Therefore, the goal of the project is not only to develop community support centers for typhoon survivors but also to rebuild Eden’s service centers for children with special needs.  Eden also plans to provide a range of assistance including health care, physiological rehabilitation, social work services, and other social welfare programs.

The total budget for the Disadvantaged Community Reconstruction Project is US$600,000, and contributions to fund a portion of the project are gladly accepted. A contribution of $50 will enable Eden to provide food and shelter to 50 survivors per day. A $100 donation is enough to support an orphaned child with special needs to attend school for one month.

Founded in 1982, Eden is a Taiwanese non-governmental organization with a mission to support and advocate for the rights of people with special needs. It has served more than 5,000 disadvantaged families and children with disabilities.

Eden has been able to mobilize its resources and establish temporary shelters to provide immediate relief in the disaster areas.  Its early intervention in Cishan, Tung Kang,  Kaohsiung, and Pingtung, and collaboration with the local government, churches and temples have enabled it to establish three shelters and provide hundreds of meals, and over 1,000 necessity packs, toothbrushes, toothpaste, hygiene products and multi-vitamin packs. Therefore, Give2Asia has selected Eden as one of the recipients of the Taiwan Typhoon Fund to ensure a quick response and an effective relief and recovery process for survivors of the typhoon.

Providing trauma counseling, legal assistance and livelihood assistance
Partner: Garden of Hope Foundation, Taiwan

Typhoon Morakot has exacerbated the problems in the lives of women and children who have suffered from trauma and abuse even prior to the typhoon. The Garden of Hope Foundation (GOH), one of the leading local organizations serving abused women and children, has responded to this crisis with extended and new service programs. GOH has dispatched professional social workers to the disaster-affected areas to provide social work assistance, legal aid, psychological support, and relief for abused and disadvantaged women and children.
In addition, GOH is preparing a long-term Post-Disaster Life Rebuilding Support Program that aims to help survivors access resources and aid programs provided by the government and other NGOs. The program will also target women and children who have not only been affected by the disaster but who have also been coping with abuse, enabling them to rebuild their individual, family and communal lives. The purpose of this program is to provide remedial and preventive services drawing from GOH’s main program of trauma counseling, legal assistance, and career reconstruction for abused women.

The one year budget for the Post-Disaster Life Rebuilding Support Program is approximately $120,000. Funds will be used to station nine full-time professional social workers in three service areas to assist at least 600 women and children. With the funds, GOH will also be able to provide special temporary aid and establish livelihoods for the women to earn an income. Moreover, it is expected that 30,000 people will benefit from GOH’s public education program.

GOH is a non-government, nonprofit group established in 1988 to help disadvantaged children and women. It seeks to assist women and children in the sex industry and victims of sexual abuse and family violence. GOH provides services through shelters and service centers and provides counseling, temporary housing, employment training, social work, and legal aid. It also conducts outreach programs for “at-risk” teenagers, services for immigrant spouses, and family counseling. GOH also contributes to research and government discussions on policies involving child welfare and women’s rights.

Psychosocial assistance is an important element in the relief and recovery phase for survivors of disasters. Victims of abuse and exploitation who have been affected by the typhoon are now more vulnerable and in need of assistance. Therefore, Give2Asia has selected GOH as a partner for this relief and recovery effort to help provide trauma counseling to typhoon survivors as well as ongoing services for victims of abuse and exploitation.
